One thing that I try to beat my fellow local hams over the head with, when it comes to Emergency Communications, is that the technology needs to be pushed down the priority list. The technology supports the mission. I see so much of "here's a cool new thing and EmComm needs it" without really thinking about what the benefits are, how it will be deployed, how people will get trained to use it, and so on.
That happened at work as well - chasing the shiny new technology without any particular strategy behind it.
